Does everyone have access to PACER?

Anyone can open a PACER account. Just go to the
PACER website and register. You can search for and download filings from any Federal Court, including U.S. District Courts and Bankruptcy Courts, in the nation. You are charged .10 per page to a maximum of $3.00, but there is no charge for a memorandum opinion. Your account is billed every quarter, and you pay by credit or debit card.

That is not what it says at all.
Article III conditions a judges tenure on continued good Behaviour; the clear implication is that misbehavior can terminate a judges stay in office.
You need to reread it, and not give it a cursory glance.

We can hope he will be held in contempt of court and maybe even put in jail so he has time to devote to responding to the court.

Lawyers can work from home. Its all about billing. I know of one lawyer who billed for 25 hrs in one day. He eventually was disbarred.I one court I practice in, a judge had a rule when reviewing fee applications: an attorney who billed more than 12 hours for any single day was looked at very, very closely. I recall the judge saying once that solo practitioners were generally more efficient and billed less than large firms, because it was physically impossible for one attorney to bill for more than 24 hours in a single day, while there was no limit on how many hours a large firm could bill in one day.

The article leaves out one other method to remove a federal judge, a method that Newt Gingrich endorsed in his 2012 paper
Bringing the Courts Back Under the Constitution.
In short, Gingrich suggested that Congress use its power to realign the lower courts to eliminate and reconfigure them.
One way to eliminate a judge is to eliminate the district that judge presides over, or change the jurisdictional boundaries that judge is allowed to rule on.

The only Federal Judge removed in my life time is Alcee Hastings who is a US Congressman and has been for many years. A Federal Judge has a better chance of being hit by lightning than being impeached.

I hear Judge Judy may retire, so there may be an opening.

Interesting. The lawyer who was disbarred was a sole practitioner. Very successful patent attorney.

Looks like it might be in!
WASHINGTON The U.S. judge hearing the criminal prosecution of former Trump administration official Michael Flynn defended himself on Monday.
Judge Emmet Sullivan said he acted properly in seeking outside views on whether to drop the charges in light of the unprecedented way the case had unfolded. (Reporting by Jan Wolfe Editing by Leslie Adler)

Billings are rounded up to the nearest 1/10 of an hour for any task, so it is theoretically possible to bill for more than 24 hours during a twenty-four hour period, but it could never really happen.
