The number of people who were capable of this perception AND acting upon it, back then was low. Today that number is a lot lower, the result of our degraded Culture.
By defining them as a domestic terrorist organization the government can treat as they treat the MAFIA through RICO. This allows for the ability to track their phones, money, people, and actions more aggressively.
For instance, they can get a warrant for the cell tower data locating the idiots that burnt the mayor’s office in Nashville. They can then electronically surveil any payments they receive from other organizations to cover the person’s costs to conduct the illegal act. The funding source now becomes part of the conspiracy and their assets can be tracked up the line.
Also, RICO allows those impacted by the organization to seek civil remedies too. Those people that had their building burned can now follow in the footsteps of the Feds and seek restitution in civil court too.
The first thing is to capture the people and roll up the chain until you get to the big guns with the money.

Just concerning, I believe in thinking ahead as much as possible but sometimes (as in now) the absolutely best choice may not be the right choice at the time—if that makes any sense— therefore it’s good this is being done just hope we don’t regret is down the line (remember the patriot act)

White looters should be shot out of hand by store owners and employees or by police or by National Guard. Black looters should also be shot but with a tad less rancor.

That’s easy. Federal Law Enforcement will be unable to find any evidence of coordinated illegal activity and that will be that.
