Constitutional Amendment Proposal: In the event of a situation which causes any President, Cabinet Secretary, Congressman, Senator, Governor, State Legislator, County Administrator, or any local authority, to attempt to mandate the interruption of commerce for any period of time, no public monies will go to the salaries or accruals of those decision makers, and all of their employees and contractors, with the exception of the Armed Forces of the United States, until the situation has passed, and one year thereafter. Such monies will be forfeited to establish a fund to ameliorate the damage done to commerce, and will never be paid retroactively to those who occasioned for commerce to stop.

You really want to punish them dont stop their salaries. Audit them. They make far more under the table on illegal kickbacks than their saleries.
Audit, then prosecute.

They (gov workers) should still have to go to work. Everyday.
