On Wednesday, the soft voice of Ventura County Health Director Robert Levin confirmed that the forcible quarantines are underway. He announced a “pilot program that will grow into a larger program” and “we will find everyone with COVID-19 and
we will isolate every one of them and we will make sure that they stay quarantined and we will check in with them every day. In other words, what this program means is we’re going to do a more complete job, we’re going to do a more meticulous job of making it less and less possible for others in the county to run into someone with COVID-19 infection.”
But back to the contact “investigators,” as Levin called them.
Levin said that we also realize that as we get more contacts, “some of the people are going to have trouble with being isolated, for instance, if they live in a home where there’s only one bathroom, and there are three or four other people living there and those people don’t have COVID infection we’re not going to be able to keep the person in that home.
Every person whom we’re isolating, for instance, needs to have, uh, their own bathroom. And so we’ll be moving people like this into other kinds of housing that we have available. They’ll also have other needs perhaps – food, whatever it’s going to be – the county will be there to back them up and to support them.”

How long is a person firmally found to have contracted COVID-19 due to being infected with the novel Coronavirus considered to still be sick and/or liable to transmit the virus or the associated illness to others?
Isn’t there a point at which public health authorities can consider them to have become healthy again, meaning, that in their case, the virus has run its course, they are no longer infected by the virus, and they are no longer “shedding” virus particles?
Not everybody dies from this bug. Those that survive would just as soon stop being bothered by others about having been sick with it at some point in their past.

A voluntary quarantine program would be a good idea, with medical monitoring, etc.

You should read up on epidemics. Quarantining well people has been very common. History shows that the first example of quarantines involved ships arriving in ports. Crew was required to remain on board for many weeks regardless of whether they were sick or well. In fact, the word quarantine stems from this practice.

I wish I had answers to your questions! I can find any opinion supported online somewhere, but I do not know what is true.

Absolutely....
You are splitting hairs though. They didn't quarantine the whole city every time a ship came in, they quarantined only the people who were potentially carrying the disease in. So yes they were healthy and they were quarantined. But no, there has never before been (to my knowledge) a global quarantine of everyone, just in case.
Who didn’t see this coming?
