There are areas of epidemic. Overwhelming majority of deaths come from four local areas, not states but urban locales.
1. Northeast megalopolis, as it's called, including Boston to DC. It approximates Acela train route, called Acela corridor. Subway routes in NYC are shown to correlate with cases in New York, this train line probably seeded the epidemic here.
2. Detroit. 3. New Orleans. 4. Chicago.
Quarantine them so we can open up.
The shutdown allowed us to see where the cases are and the problem. We should have done this two weeks ago when it became obvious.
One size fits all is the same as waiting for the disease to spread.
Quarantine above. It's simple.
Open up the rest under guidelines and heightened precautions and awareness.
The shut down showed where the problems are. We've waited perhaps too long but now it is the time.
Strong correlation of COVID cases with
1)High population density
2)High population mobility
3)High dependence on rapid transit
4)Increased High risk behavior
Low density/mobility areas should open first
City Centers with known continuing outbreaks last
Rural america should not have shut down in the first place.
Add high index of international travel to list

“High dependence on rapid transit” helps explain the California anomaly regarding the spread of this Chinese Virus.
This has been an eye opener for people who use mass transit. I suspect the real estate in small towns is going to increase in value in the very near future.
Never happen, it’s called Race. Of course it’s what should have been done but no way you can quarantine areas that are largely black while the mostly white areas are left open. The race BS distorts every decision.

Yup, that is what happened to WVa, the “Last Man Standing” got hit by people fleeing from the Eastern Seaboard, first contaminating the Eastern Panhandle, then working into the state
I am not quite sure I understand Lockdown.
I guess it means states declare Lockdown and order some things shut. Like barbers and gyms.
Well, folks, here’s the news of the day. Per Sweden. Sweden has no lockdown. There ARE guidelines, but no lockdown.
People are following guidelines. They locked themselves down. And they will in the US, too. If the state tells me to go get on an airplane and sit next to several people for 4 hours, I ain’t gonna do it. Neither are you, because the airlines haven’t been locked down anywhere, but they still are flying empty.
So stop this obsession with lockdown. Govt doesn’t have control of people staying home. The virus does.
Find a cure, not a vaccine, and this all goes away. Don’t find one, well, then it’s forever.

So, I'll ask the same query here: where in the federal constitution or at the State level is the govt granted an enumerated power to lock up the citizens? Because someone with cool software cranked out a heat map? If President Hillary proposed something like this, we'd (rightly) be up in arms.

I live in a county of 190,000. There are 10 active cases at present. They are thinking about extending past the May 3 deadline. Utterly ridiculous. Of course it’s a liberal town run by liberal idiots, so that answers the question right there.
Quarantining the cities was my view back in late February.
It would have worked, but in retrospect it is clear that no politician would dare touch it.
OTOH maybe not - if youre gonna throw Trillions of dollars into the shutdown . . .

Quarantines have been implemented throughout the entire history of the U.S. at various times.
Constitutional issues are probably well established.
It was through an expansive re-interpretation of the Commerce Clause whereby the Feds encroached upon the state/local domain of quarantines. That's great - so now conservatives are giving a cheery two-thumbs up to brandishing the same bastardized hammer that liberals use to smash liberty. But I guess this is different.
