My 2016 returns was by paper. My accountant, believe it or not, was offline (his wifi sucks) and he apologized for being offline with EFILE. He made copies for me and paid for Priority Mail on the spot. .

The IRS outsources many of their operations.

Texas mails our paper returns and checks to an IRS center in Charlotte NC, that used to be manned by the old NCNB, now BofA after the merger.

Very common - contract a bank to process paper checks and handle tax law themselves.

If the IRS is incapable of processing their own printed, and circulated via boxes of forms and instructions, or through the electronic galactic bit bucket, why the heck should we go through the clerical, legal, and math er matical clusterbucks?

I would love to have used the IRS e-file but I didn’t meet the income guideline. I’m not paying a tax service, as simple as my return is.

Back when they were allowed (1990s), my tax man used a very low resolution 9 pin dot matrix printer with fan fold paper to submit my return. Make them work for it.

My 82 year old mother has neither a computer nor an Internet connection. She is not alone.

See post 13 and many others. Then look up the data breach at the Office of Personnel Management... the idiot woman obamaumao kept on. Then see the Equifax breach— now determined and announced Atty. Gen. Barr to have been Chinese Communist cyber-attack. If you think all of these could not be cross-compiled by these chi-com criminals- think again.
