So an LA street person can move from the sidewalk to the Beverly Hills Hilton. Everyone can be a Jed Clampett.

If you’re going to pile them all into one building, why not just put them up in the gymnasiums of all the schools they’ve closed?
First they try to find free housing for derelicts living outside in San Francisco. Then if the derelicts self-diagnose as a coronovirus carrier and a sanctuary city illegal they get a $750 a night luxury hotel room. “Love the thick bathrobes.”
If no one can ask them if they are here legally then how can they ask if they really have the virus? No chance.

Maybe the governor has good intentions. But imagine the hassle getting those folks to leave once the crisis is over.
Using this rationale, based on raw numbers the state of California should be able to do this every year during the flu season.
All hotels should be considered state government property 5 months of the year automatically.
