Seriously.
Not so long ago, before the creation of chemical mixes, this is essentially how firefighters made foam. It is called Protein Foam.
It would just ruin the designer tea shirts of those ‘immigrants’ though, and they’d be trying to wash off the smell for days!

Reports that the Turks are busing selected "migrants" to the borders, arming them with tear gas grenades to assist breakthroughs, and ferrying others at sea. The initial "shock troops" are young men, possibly screened out militants or criminals, and dis-proportionally Afghans.

I’ve often wondered how effective a water cannon ball would be. Say a water filled slug about tennis ball size. Fire them out of a smooth bore barrel with compressed air. The membrane needs to be tough enough to withstand the launch acceleration yet would burst on target impact. I think that volume at 200FPS ought to really deliver a slam.
Optional: not water but some stinky, sticky gelatinous goo with some permanent dye thrown in.
