I wouldnt be so sure of that. The Latino gangs have always dominated the black gangs as soon as they get a little mass. They dominate the blacks in the prisons (texas, California, Arizona, Colorado) . They totally routed the black gangs in Los Angeles and NorCal over the last 20 years. The Latino gangs are far more organized, far more ruthless and generally better funded.
They would crush the Chicago gangs. Black gang members grew up in what would be considered incredible luxury in most of the world. These hispanic animals are coming from nightmares of countries. Much tougher upbringings. They are much harder. They can be much more cruel. And they are organized and smarter.
Not many groups could give MS-13 a run for their money. Maybe Russians and albanians and the Sicilian Mafia. Not the American Mafia.

Maybe a year or so ago, I read an article that said that one of the downsides of the breakup of the established cartels was the rise of younger, smaller, less disciplined and extremely violent drug groups.
The cartels can’t control meth like they could cocaine. More cooks are popping up everywhere.
