Maybe some “Victorians” from the early part of her reign (1830s) were still using quills, but I think by the time you get to the 1880s, dip pens with steel nibs were more common. Fountain pens (pens that hold their own ink) were just beginning to appear.

IMHO Neal Stephenson's vision is not far from reality. However he got one thing wrong: the most powerful group are the Media Class. And, they've achieved such enormous success because of a total lack of moral values.
