As some one who was deeply involved with Emergency Services in multiple hospitals...we ALWAYS did a review before large events in town. (There are a couple a year bring in tens of thousands.)

We would have had a drill in the previous week. Most of it was tabletop, but we would test the alarm systems.

Lobby Day was 1st observed in 2008 on MLKJr. Day and has been an annual event ever since to directly petition the legislators in the VA Commonwealth statehouse.
