As some one who was deeply involved with Emergency Services in multiple hospitals...we ALWAYS did a review before large events in town. (There are a couple a year bring in tens of thousands.)
We would have had a drill in the previous week. Most of it was tabletop, but we would test the alarm systems.

Monday is also Lobby Day there. I know a few people here who are going. I'm a ma'am. :-) Lobby Day was 1st observed in 2008 on MLKJr. Day and has been an annual event ever since to directly petition the legislators in the VA Commonwealth statehouse.
