I agree with you that she wasn't outright calling for a hit. Still, that was an awfully odd thing to say on the floor in a recorded speech. The Congressional Record will not capture her sarcastic tone, but there it is.
As others have pointed out, she comes from a long line of East Coast mafia. How often has the Speaker of the House used a mafia idiom on the floor?

I agree; she IS that dumb.
IDK if she was outright calling for a hit. She sure seemed (to me) to be hinting at that. It sounded to me like she was walking right up to the line.
The other option - again IMO - is that she is so comfortable with such idioms that they just come out when she speaks. Sort of Freudian? Or from habit? In either case, that says a lot about who we have as Speaker.
Regardless, it was VERY ODD.
