Beslan was in 2004 and conducted by Islamic extremists - hundreds were killed, including children. Plenty of Russians have been killed in the Middle East since 1985.
And in 1985, the KGB was still a formidable force. What exists now in Russia, although formidable, is not as lethal and pervasive as the KGB of Communist Russia.

I would have added the contingency that the diplomats be unharmed in anyway and alive and healthy or there would be even worse retaliation.
Although maybe they added that, because I could see the muzzies returning the diplomats maimed and/or dead unless otherwise specified.
