Full Title: Colorado has spent hundreds of millions to help kids read. Now, it will spend up to $5.2 million to find out why it’s not working.

Colorado’s education department will spend up to $5.2 million over six years on a consultant charged with determining why the state’s 2012 landmark reading law failed to produce significant gains for struggling readers.

The unusual external audit, to be conducted by the nonprofit WestEd, will dig into how the state’s schools are using about $40 million a year meant to boost third-grade reading proficiency. The review could last up to six and a half years.

A state law passed last spring mandated the external evaluation and other steps intended to improve the 2012 law, known as the READ Act. The recent legislation came in the wake of ongoing criticism from lawmakers, parents and literacy advocates about the law’s effectiveness.

Phonics worked for centuries. Whole word, once fully implemented,failed in a decade.

They should put the $5.2 mil in a fund to support homeschooling.
It would make more of a difference.

For a couple of bucks the Colorado Ed Dept could buy a used copy of a book on phonics, put it into practice system wide, then presto! problem solved. But they do not see reading as an educational value now. Spending money is the value sought.

No. Because the money is being spent/stolen by Demmacrats, and the ""teachers" are all Demmacrats. The great majority of government system failures are Democrat. And all government unions mast be outlawed.

instead of spending all that money, mandate full-immersion English-as-a-first-language classes starting in pre-school. Encourage the students to encourage their parents to speak English in the home as part of whole learning. It worked 50 years ago, it can work now.

The state of New York recently passed a law requiring prospective school teachers to take a literacy test to get their license, but repealed it the following year because 36 percent of whites failed the test on the first try, while 54 percent of Hispanics and 59 percent of blacks failed.

In other words the State of New York is knowingly putting a large number of illiterate teachers in classrooms.
