It is not the railing that protects. It is the moat.
By carefully framing the shot, it makes it look like there is nothing between the woman and the lion. Actually, there is a concrete moat about 20 feet deep.
Just dumbassery, but not terribly dangerous dumbassery.

How about towers 2 miles apart with a Marine sniper in each with ROE to shoot to wound. Once wounded, you tattoo a large “I” in the middle of their forehead to identify them as an illegal who tried to enter the US. If the sniper sees an illegal with an “I” tattoo, the ROE automatically change.
