I live in the Seattle area which is cool and rainy most of the year. I see 30s and older men dressed as you describe in all seasons, wearing backward baseball hats, shorts, and t-shirts or tank tops even in cool rainy weather - and I'm mostly talking about white men, but you do see the occasional black guy in hoody and baggy, low-slung pants. I call it the infantilization of the American male.

Lot's of brimless headgear, helmets for one, as you say chef's hat, hair netting, beret, turban,, burka's, some military hats, well you get the idea. 8>)

A ball cap does have a rim though. 8>)
