A citizen reported the suspicious man next to the vehicle near Felipe Road and Barbadanes around 6 a.m.
When deputies arrived, they found both drivers side tires were flat and a 26-year-old man trying to repair them using gauze and Band-Aids.
The man was arrested on suspicion of being under the influence of drugs, deputies said.
The suspects identity was not released.

What my gramps did was use a sheet metal screw and he put brown soap on the threads and screwed it into the hole in the tank - enough soap that some squeezed out around the head. Let it set for a bit and no more drip. He also put some around a fuel line once too.
Bubble gum ,, will harden when used on a leaking gas tank ...
I had a leak on the metal line for the master brake cylinder. I wrapped it with that black stretchy silicone tape just to get off the 4x4 road. Got to the asphalt and checked it - no leaks!
Got into a small town to maybe repair it - but still no leaks. Figured I could make it into my own town and repair shop.
A few months and a thousand miles later I did. Still no leaks! My mechanic couldn’t believe it. That it didn’t leak, and that I was such an idiot as to drive around with tape on my brake line!
That tape is amazing though - it seals to itself. I might have wrapped regular electrical tape around the silicone stuff just to make sure, and protect the silicone tape a bit.
I forget what they did, but there are videos of 4x4 guys fixing holes in their tires with the weirdest stuff.
I love those “old school” boot strap fixes. If you’re off the beaten track they can save your life and, at the least, a lot of money. The more of them that you know the easier it is to come up with one of your own when the need arises.

I once fixed a flat tire on my bicycle with a dollar bill. The sidewall blew out. I lined the inside of the tire with the bill, which is made of some sort of cloth and pumped up the new innertube. Got it to about 80-90psi and rode 5-6 miles to a bike shop.

I heard the Apollo 8 astronauts used silly putty to hold small objects in place in zero gravity.
Don’t know if it was used on other Apollo flights.
I fixed radiator leaks with bubble gun tin foil and wire . You do eventually have to buy a new radiator though.
