Considering that CIA is the enemy, I consider this a good thing.

In the military stop loss meant they could keep personnel beyond their commitments until such time as the crisis passed.
Im guessing they have had so many people trying to get out of dodge that they are saying hold your horses, weve got critical ops to run.
Using it as an excuse to retain those who might otherwise vanish. Plus its only been discussed for the CIA not for any other agency. Option 2, as discussed, is they are taking so many into custody that they cant afford to lose more.
Far as I know the Stop Loss entered on the military services after 9-11 was lifted and there isnt one active now.

In the military, if too many people are retiring/quitting/walking away they can issue orders called Stop Loss orders that suspend all or part of the normal discharge process. In other words, if they dont have enough people, they dont have to let you quit.

The services can, and do, use limited “stop loss” orders for critical specialties.

Thanks for bringing this over from the last thread. I was just wondering if a FedGov department loses a certain percentage of employees, a stop-loss is automatically triggered.
If that is the case, it's good news they are probably being dismantled like JFK promised, and President Trump is delivering.

So pondering the all Hands “stop loss” a bit gets me thinking...
So as a Employee they are required to answer questions.
If they don’t they risk their bennies if fired.
Once a retired private citizen, they can clam up and take the 5th.
