The National Archives released tape of a controversial 1971 phone call between then-California Gov. Ronald Reagan and President Richard Nixon. “To see those monkeys from those African countries — damn them, they’re still uncomfortable wearing shoes!” the future two-term POTUS said, at which Nixon laughed. The conversation came the day after the United Nations — including delegates from African countries — voted to recognize the People’s Republic of China over Taiwan.

I have seen recently in conversations with liberals that they will attempt to bat away such assertions by saying “ I won’t debate “whataboutisms,” as one described to me.

This, of course, is to try to prevent any exposure of rank hypocrisy on their part by making comparisons of what their side has said/gotten away with in the past.

It seems that the archivist at the Nixon Library was responding to Trump's remarks about having those four gals go back home if they don't like America. (I forget the exact quote). And somehow that was a racist remark. And this archivist wanted to show how other politicians were racist. And so he pulled out this line from Reagan that had been redacted from the previously released tapes. But I got the sense that he grabbed it not in defense of Trump - but as against Republicans in general.
