Misguided, post-17th Amendment ratification Sen. Booker unsurprisingly doesn’t seem to understand that the states have never expressly constitutionally given the feds the specific power to either appropriate taxes to pay people for being born in the U.S., or to manage bank savings accounts for such people, including citizens.
