In another sense I guess you are right. I was assuming you were trying to say folded like a cheap suit, which is a very common expression and the #1 answer if you just search for the expression "fold like a cheap ___" So that was my mistake.

If most legal citizen voters would disapprove of this $4.5B spending then this is taxation without representation.
Also, tax day, April 15, needs to be moved to the last working day before election day.
