Russian Foreign Minister Sergey Lavrov said in an interview with Russian media on Thursday that former Secretary of State John Kerry approved of Russias 2014 annexation of the Crimean peninsula, believing the residents were overwhelmingly in favor of reuniting with Russia.
According to Lavrov, Kerrys main criticism of Russias actions was to suggest holding another referendum to reinforce the legitimacy of annexation.
Russias RT.com summarized Lavrovs comments to the RBK news service:
I wont reveal a big secret if I say that John Kerry was telling me in April 2014: Everything is clear. Everything happened the way the Crimean people wanted. But, for forms sake, hold another one [referendum], Lavrov stated.
Moscow dismissed the idea as unnecessary.
If you already understand everything, why make people vote again? Lavrov said, explaining the Kremlins reasoning.
Lavrov, who is one of the longest-serving senior Russian officials, in office since 2004, said he hopes his revelations wont spoil his relationship with Kerry.
I hope John will not take offense at me, Lavrov said, adding that Kerry, in his own memoir, also spilled some of their tête-à-tête conversations. Lavrov and Kerry were on good terms during the latters tenure as secretary of state from 2013 to 2017 their rapport was credited in sealing the 2013 deal on destroying Syrian chemical weapons.

As RT acknowledged, Secretary of State Kerry was publicly critical of the Crimean referendum, calling it “contrived” and “bogus.”
“You just don’t in the 21st century behave in 19th century fashion by invading another country on completely trumped up pre-text,” Kerry said of Russian behavior in the region in 2014.

This provocative statement from Russia’s top diplomat offers an indication of the mood in Moscow as the United States and Russia engage in preliminary talks over a possible deal to end the invasion of Ukraine. In an article published on February 4 by the Russia in Global Affairs journal, Lavrov accused the US of undermining the international order with “cowboy attacks,” and claimed that the rhetoric of the Trump administration was reminiscent of Nazi Germany. “The ‘America First’ concept has disturbing similarities to the ‘Germany Above All’ slogan of the Hitler period,” he wrote.
