Emily Bonilla is worried her district in metro Orlando will be undercounted during next springs once-in-a-decade head count of everybody in the United States because of who lives there: new arrivals, immigrants, the poor, renters and rural residents who sometimes regard government with suspicion.
Were growing so fast that I know we have more people in the area than the data is stating. This area already is undercounted, said Bonilla, a county commissioner in one of the fastest-growing metro areas in the U.S.
With the 2020 census count less than a year away, a new report says undercounting certain populations will be likely, despite the best efforts of the U.S. Census Bureau, nonprofits and state and local officials to encourage participation.
Nationwide, the decennial census could fail to count anywhere from 900,000 to 4 million people, with blacks, Hispanics and children younger than 5 most vulnerable to being overlooked, according to estimates released Tuesday by the Urban Institute.
Florida, California, Georgia, New York, Nevada, Texas and New Mexico have the highest risk for undercounting, according to the Urban Institute, a think tank that conducts social and economic research.

“undercount”= not counting illegals. I have read that Los Angeles County would loose as many as six Congressional Seats if illegals were excluded from the counts that establish Congressional Districts. Furthermore, I would imagine that LA is just the prime example of what goes on in all of our major, RAT-run “population centers.” And if we don’t deal with this with the upcoming census, we will see ever more erosion of our “ real citizens” rights by reason of our illegal population putting its foot on the electoral scale.

Section 2. Representatives shall be apportioned among the several States according to their respective numbers, counting the whole number of persons in each State, excluding Indians not taxed.
Amendment XIV changed the basis of apportionment, basing it on citizens instead of (free and 3/5ths of enslaved) residents.
The citizenship question is fundamental for the purpose of Congressional apportionment and must be asked and each answer must be verified as per Amendment VIII to ensure due process for American citizens.
The citizens of Alabama shouldnt be shortchanged a representative because illegals in California were mistakenly/negligently/improperly/illegally considered citizens.
Counting the whole number of persons in each State means each black US citizen shall be counted as one US citizen and not 3/5ths of one.
The clause probably also requires illegals to be counted too, but not for Congressional apportionment purposes. Therefore, the citizenship question is required by the Constitution. The citizenship question is not a policy matter.
The persons under 18 should be in school or with their parents.
The persons 18 and over generally have a cell phone, even if they are illegal.

And even if you don’t want an accurate count, give Trump the power to get a correct count of citizens and non-citizens and their addresses as per Amendment XIV.
