Looks staged to me. Hillary's hooves and the guy to her right appear to be taking a stride while Coomo's feet and others' around him are together as if they're standing.
Besides, how many people are in that pic? About 20? The only thing that looks comparable to float is Hillary. That's probably the entirety of the "parade".
