A former top aide to Michelle Obama refused to be served a subpoena Wednesday related to her contact with Chicago prosecutor Kim Foxx in the Jussie Smollett case. The subpoena was issued by former Illinois Appellate Judge Sheila OBrien as part of her request for a special prosecutor to investigate the Cook County states attorneys handling of Smolletts criminal case, the Chicago Sun-Times reported. OBrien wants the former first ladys one-time chief of staff, Tina Tchen, to produce any and all documents, notes, phone records, texts, tape recordings made or received at any time, concerning [Tchens] conversations with Kim Foxx in re: Jussie Smollett at a May 31 hearing.

Unless it's issued by a sitting judge for disposition of a matter before his court, sure.

Obvious coverup of the illegal action granting a special favor to a guilty person.

You can “dodge” personal service.
You can also refuse to voluntarily accept service. Sometimes the party serving the subpoena, which is usually another party, and not the judge, will write to the target and ask if the target will voluntarily accept service, such as by mail. In such cases the target signs a form acknowledging service. No one is required to do this. Maybe that’s what the article means, but since the headline starts off wrong, I’m not going to bother reading it.
Once the target is personally served, there’s no “refusal”. And you can be served without touching it.
At that point, once lawful service has been made, the target has to bring a motion to quash.
I had people so call refuse service.
I would touch them on the chest with the paper let it fall to the ground and walk away.
They were served.
No you can’t refuse it. But you can dodge service for a while by avoiding the process server. Eventually, depending on the state, the court authorizes sterner measures, like sending a sheriff.

Ignoring a subpoena, how dare he! Impeach him! Oh.. wait.. he’s on our side, never mind.
That’s how I see it as well. That’s what I don’t get here.
