Because that is what his producers/directors are paying him to say.
I think some of the more sober folks on the left realize that Joe has a “corruption” problem. The MSM has not covered the issue of his son’s business dealings that arose from direct travel with Biden while Biden was in a position to influence policy with the Obama administration.
Two words...... China and Ukraine
You can bet the “steering committee” as I call them, a loose group of rich folks and the media, are aware of this problem and the likely result of scrutiny towards these things as described by Peter Schweizer in his recent book, Secret Empires.
The cloud of corruption around HRC in the last election hurt her badly. Why would they want to nominate an old white guy with the same problems? Trump triangulated the allegations against HRC and don’t think for a second he will not beat the hell out of the same drum with Biden.
On top of that, too many forget that Biden never polled more than single digits in his previous attempts. He is not a very good candidate in his own right. On top of that, he is (wow, we have come a long way) likely one of the most moderate in their potential field so good luck in their primaries! Then there is the groping stuff......
Joe did not tick off all this stuff, but you can bet he is aware of it. Biden = baggage.

Because the DNC will be forced to use the REALLY creepy stuff to get rid of him. The videos of his inappropriate touching of creepy “yearninig looks” at children around him.
They really don’t want to be forced to use them because they could start an AVALNCHE of other photos that could stun about 20 - 40 percent of the general public.
Then again, how else can you get suppressed evidence introduced?
I think that Hunter Biden’s sketchy deals in Ukraine and China abetted by Daddy Joe Biden will show up like turds in the punch bowl.
Biden already tried to run twice in 1988 and in 2008. He got nowhere.
I think Scarborough likes Biden. They seem like they have a lot in common. But it's hard to deny that Joe doesn't have the magic.
It would be surprising if the mixture of ideological discontent circulating at MSNBC didn't have an effect on Scarborough.
