NEW YORK (CBSNewYork/AP) Gov. Andrew Cuomo and leaders of the New York State Legislature say theyve reached a $175.5 billion state budget agreement.
The deal includes congestion pricing, a controversial plan to charge drivers below 60th Street in Manhattan.
A panel of experts will set the surcharges by the end of 2020, but sources tell CBS2 drivers in cars will pay around $11.50 and truck drivers will pay about $25. Possible discounts for some are still being worked out.
Lawmakers say the money will be spent to fix the MTA.
A statewide ban on most single-use plastic bags is also poised for approval.
The ban would take effect in March 2020 and calls for allowing local governments the option to impose a five-cent fee on paper bags.
Other agreements in the budget include the closure of up to three yet-to-be-determined state prisons, eliminating cash bail for misdemeanor and non-violent felony arrests, a permanent 2 percent cap on local property taxes, and another $1 billion for public education.
I am proud to announce that together, we got it done, Cuomo said in a statement.

And the real kicker here is that the poor liberal schmucks who live in Manhattan will end up paying this tab, because as far as I know trucking companies and taxi cabs are not “philanthropic” businesses! And all their “betters” who run everything in Manhattan and “helicopter in” From Long Island to the roof tops of their various buildings won’t pay a dime!
I was visiting Manhattan last fall when the UN was in session and there were hundreds of “world leaders” there.
Traffic was gridlocked beyond imagination. I wonder if some of them are still stuck.

Should charge $5,000 a year for on-street parking as well. Getting the private automobile out of NYC would make the city so much better for the 95% of the people who live there without owning one.
The plastic bag ban is a cash grab. Stores will be charging 5 cents for each paper bag. State will get 3 cents. County will get 2 cents. I won’t reuse the so-called reusable. I’ll buy paper bags online and bring my own, them recycle the paper bags. It’ll cost less than buying them from the stores, and the state won’t get more of my money.
How will they collect the fees and how will they enforce it? A whole system will need to be installed and staffed. Electronic tolls?
Economic illiteracy is a job requirement for presstitutes.
I wonder if when doing their revenue calculations they figured how much would be lost when taxes increased?

When they had the escape at Dannemora Prison in Clinton, NY, Cuomo ordered staff to carry their lunch and other items in see-through plastic bags provided by the State. If the bag ripped, or was damaged in any way, the State charges staff $9 for a new bag. Makes me glad I retired back in 2003. NY's State Prisons were nothing but day care centers back then, and I worked while Daddy Cuomo was Governor. Can't imagine what goes on in them now. Plus, in this recent budget, Cuomo's planning on closing two more prisons in the State. He wanted to close three, but the Democrat-controlled legislature gave him two.
People should read what FDR did during the Depression to depress buying and spending - NY is following right in step.
NY is taxing many many things these days- highway robbery- gonna tax pot- gonna ban plastic bags and charge people 5 cents per paper bag- taxing second homes with luxury tax- massive taxes on ciggs- heard they are like $10 a pack there- they wanna regulate eciggs and tax those higher- heard they are trying to tax people’s driveways because of water run off going into sewers-
On and On and On it goes- it just never stops in liberal states-

What you fail to understand, just like a liberal, is that the world doesn’t revolve around you and what you want. Those people that clog up your streets are the entire reason why NYC exists. Discouraging them by adding taxes and fees will end up costing your city revenue. Sure it may end up being more convenient for you, right?
Yeah, sure it will. Just like our tax dollars and tolls are used to fix the roads in this state (spoiler - roads are falling apart).

UNINTENDED CONSEQUENCES...cost of living in the area will go up. For example, wait until we see the impact on the cost of catching an Uber (if they are allowed), gypsy, or other ride to or from the impacted areas of Manhattan. Hey...Ill drop you off here...six blocks from your destination in the rain.
