I wonder if anyone ever built one that worked from those.

While the guy was using the hovercraft for moose hunting access, I think the issue is whether the federal government could regulate the use of the river flowing through the preserve. The USSC said the river was in the jurisdiction of the State of Alaska and because the state hadn't restricted the use of hover craft, the feds were overreaching.

Would a hover craft qualify as a flying vehicle? I don't know if Alaska has this but several states have restrictions on using flying vehicles while hunting including cooling off periods which restrict hunting if the hunter has been on an aircraft within a certain period of time.
