One inch of rain is equal to ten inches of snow. I dont understand the need to be warned of historic flooding unless the man behind the curtain is going to fire up the weather machine and make it rain for the next two months.

Anytime a writer uses such overwrought hyperbole whatever the author says is suspect.

This is an author who specializes in doom laden scenarios, it is how he makes a living and it is what he is known for.
Not meant in any way to minimize the plight of people suffering from flooding, but as long as there is water and contoured earth, there will be flooding.
