Georgia State Rep. DarShun Kendrick (D) has introduced a House bill HB 604 that says this: Any male 55 years of age or older shall immediately report to the county sheriff or local law enforcement agency when such male releases sperm from his testicles.
No, this is not an article from The Onion. The bizarre legislation came shortly before a state Senate panel approved another proposal (HB 481) to ban most abortions after six weeks of pregnancy, a bill known as the heartbeat abortion ban.
According to the House website, HB 604 was introduced by Reps. Park Cannon (D-Atlanta), Renitta Shannon (D-Decatur), Donna McLeod (D-Lawrenceville), Sandra Scott (D-Rex) and Kendrick March 11. It does not appear to have been assigned to a House committee at this time, WRDW reported. Kendrick told Rolling Stone shes aware that her measure has little chance of passing (its already past the deadline for submitting new legislation), but she said it is meant to call attention to the absurd double standard women are being held to. Kendrick made headlines last week when she posted a testicular bill of rights on her Twitter feed. The legislation would force men to obtain permission before they obtain Viagra or any erectile dysfunction medication, ban vasectomies in the state, and make it a crime of aggravated assault for men to have sex without condoms.
The state representative acknowledged that she was being vindictive in response to the heartbeat abortion ban. Ggggooooodddd morning! Introducing my testicular bill of rights legislative package. You want some regulation of bodies and choice? Done!
Kendrick also penned an op-ed piece for Newsweek headlined You want our wombs? Were coming for your testicles.
There are some that say this isnt a laughing matter and they are right! Yet, HB 481 was rushed through the committee process, brought on the floor late into the hours of Crossover Day when bills have to pass to the other chamber, and passed the Georgia House of Representatives. So I agree its not a laughing matterbut neither is the government telling me when I must have a child. HB 481 is not done. Its in the Georgia Senate as I write this opinion. It can still be stopped, I believe. So whether I actually file my testicular bill of rights or not, I will continue to work with the Senate to try to stop this heinous, unconstitutional measure that attacks womens core rights to privacy and family planning. I was elected by 54,000 Georgians to fight for their interestsand I will continue to do so no matter what stands in my way. Democratic gubernatorial nominee Stacey Abrams, who lost in 2018, decried HB 481, dubbing it the forced pregnancy bill.
Today, HB 481effectively banning abortion in GApassed out of committee on a party & gender line vote, she wrote on Twitter. Make no mistake: #HB481 is not a heartbeat billit is a forced pregnancy bill, and it must be stopped.

No government tells you when you must have a child. But if you're having a child, please don't kill it. That doesn't seem too hard to understand.

What happens if he “captures” the sperm, rather than releases it?
H-m_m-m. Well, there’s approximately 4.8 million males in Georgia. The median age is 36.7. Let’s guesstimate that 25% are 55 or older. Of that 25%,let’s further guess that 75% are still potent.
That works out to 900,000 elegible males. Nothing was said about men who had vasectomies, but since no sperm would be released let’s assume that they are exempt. I have no idea what the vasectomy rate is on men over 55 so lets just say 10 %. That still leaves 810,000 males. I’m well past retirement age but can still manage 3 times in 24 hours. I would suggest that each self-respecting man should report no less than three times a day as a matter of pride.So where does that leave us? That gives us 2,430,000 reports a day or 886,950,000 instances a year. Since telephone calling is specified we can further assume no money was included for online reporting infrastructure. The implied cost to the sheriff’s office will be astranomical. I believe it is against Georgia law to levy additional work on law enforcement agencies without funding it. Get ready for the sperm tax.
I live in Alabama about 4/10th’s of mile from the Georgia border. (I apologize in advance to the forum, skip the visual it really ain’t worth it) but what if I were to stroll up the border and straddle it and say nothing actually falls onto the Georgia side but I surely give Alabama a dose of what fer. Also, one side of me will be on EST and the other side Central Time. There is a whole hour there for me to be somewhere else. I guess it depends, does Georgia propose to fine me or reward me for my efforts? Sorry Bama. I don’t know that I really need to solve my curiosity in these matters. It’s more of a just in case thing or maybe I’m just asking for a FRiend.
