Ark police officer fires at least 15 times into car while on hood in deadly shooting caught on video

A police officer in Arkansas is on the hood of a moving car that had been reported stolen when he fires 15 times into the vehicle's windshield, killing the driver, stunning dashcam video shows.

The Little Rock Police Department released footage of the Feb. 22 incident on Thursday, which Mayor Frank Scott said was part of an effort to be "accountable, clear and transparent" in a statement posted to Twitter.

Scott said the department compiled dashcam footage, video from nearby businesses' security cameras, and radio traffic to create a nearly 25-minute video showing the confrontation between Officer Charles Starks and 30-year-old Bradley Blackshire.

Starks was responding to a call after a detective confirmed that Blackshire was driving a car that was reported stolen.

In the video released by police, Starks can be seen walking up to Blackshire's car with a gun drawn and instructing him to get out of the car multiple times.

The 30-year-old refuses, asking "What did I do?" and "What are you going to shoot me for?" before slowing accelerating and hitting the officer.

Starks then fires into the windshield multiple times before Berkshire stops and the officer leans on the hood.

Berkshire then continues to drive the car with Starks on the hood, leading the police officer to shoot at the vehicle's windshield several more times.

For taking down that dude, probably, almost certainly... but if that was my car that was stole... well lets just say I would rather get it back stripped than filled full of holes and rammed by a police cruiser.

I think the courts have found repeatedly that a moving car is a deadly weapon, and the police (or anyone) has a right to use deadly force if someone is trying to run them down.

 

Yes. But the tricky part is when cops open fire on a FLEEING CAR. Are cops really going to be run over when they are beside a car (at the drivers window)?

Evidently yes. Courts side with the cops when they shoot at cars trying to leave. I believe cops are trained to place themselves in front of a fleeing car so as to use deadly force. This video backs up my thoughts.

It would seem to be common sense to jump away and back off from a moving car. But cops move in. For the kill.

I wonder what the statistics are of cops getting run down by drivers prior to training them to stand in front of the car?

looks to me like the cop yelled, and fired a volley of shots before he stepped in front of the car and got onto the hood, then fired more. not sure that I accept the official story.

can you use deadly force when a suspect does not heed verbal commands? unless the perp was wielding his own gun, the cops life was not in danger when the first volley of shots were fired.

If the poster boy for Sunday School teachers had simply followed commands he would be alive today. The car was a deadly weapon he used against the cop and he defended himself. This was a righteous shot.

It’s Imgflip gif creator. Costs 10 bucks a month to make them this long and you can probably even make them at least twice this long if you want. Their free version is, of course, limited in length and options, like variable slow motion and placement and size for text for example.

I don’t post too many long ones anymore because of complaints.
