A police officer in Arkansas is on the hood of a moving car that had been reported stolen when he fires 15 times into the vehicle's windshield, killing the driver, stunning dashcam video shows.
The Little Rock Police Department released footage of the Feb. 22 incident on Thursday, which Mayor Frank Scott said was part of an effort to be "accountable, clear and transparent" in a statement posted to Twitter.
Scott said the department compiled dashcam footage, video from nearby businesses' security cameras, and radio traffic to create a nearly 25-minute video showing the confrontation between Officer Charles Starks and 30-year-old Bradley Blackshire.
Starks was responding to a call after a detective confirmed that Blackshire was driving a car that was reported stolen.
In the video released by police, Starks can be seen walking up to Blackshire's car with a gun drawn and instructing him to get out of the car multiple times.
The 30-year-old refuses, asking "What did I do?" and "What are you going to shoot me for?" before slowing accelerating and hitting the officer.
Starks then fires into the windshield multiple times before Berkshire stops and the officer leans on the hood.
Berkshire then continues to drive the car with Starks on the hood, leading the police officer to shoot at the vehicle's windshield several more times.

The real question is Would a civilian, trying to stop someone from stealing their car, be given the same benefit of the doubt about using deadly force ?

Hmm. The cop positioned himself in front of the car, setting up the possibility of severe injury to himself. I think he just didn’t want the perp to get away. But the dipstick perp earned himself a toe tag by not turning off the vehicle’s engine and surrendering. The jig was clearly up.

Yeah, a lot of people are already ignoring the video showing the cop step in front of the car.
Are you watching a different video? The cop moved in front of the car.
These days a LOT of cops are zooming to the “Do I feel afraid?”-litmus test for use of lethal force.
I don’t mean in dire, dire fear, either. More and more they apply this perfunctory test in a very, very blase way, i.e. “Do I feel the tiniest bit of fear..?” andOutLeapsTheGunBoomBoomBoomBoomBoom.
Secondly I think this prompt standing in front of the running car amounts almost to a SET UP for use of force. They’re not thinking they weigh 10 tons, they know this will justify use of lethal force. That is why they stand there.
What I am prepared to believe:
1. There was a call
2. The driver MAY have “just” gotten out of jail
3. The driver did show reluctance to exit the vehicle
4. The cop did get bumped at low speed by the car, carried a short distance
5. There was a shooting and the driver is dead
The rest of it..? I just don’t know. But the really interesting part for me is the “criminal record” of the driver.
There are more and more cases where innocent people get shot, and I understand that that will happen. But the really scary part is the blown coverup attempts that ensue, how convincing they sound.

I am hoping this guy really WAS a criminal, that he really DID just get of jail, that the car really WAS stolen.

Bradley was just turning his life around. His mother says he was a good boy. He never did those things he was accused of and he promised to never do them again.

Does appear to be so. Also, the passenger was in the process of rolling down his window. For what purpose? Was he also armed or intent on showing that he was not in agreement of what the driver was doing?

Why the hell did the cop have to turn in his badge and gun? He was 100% in the clear!
The article at first leads one to believe that there is one person in the car.
I was curious how the obviously Caucasian driver was flung into passenger seat. Despite movies, I knew it wasn’t the “incredible power” of the handgun the cop was using.
Thorough reading all the way to the end explains that the white guy in the window wasn’t the driver, its a “female passenger”.
The cop shot from the left front fender before walking in front of the car, charge him, not justified.
Not sure but I think there were two jamoaks in the car if the LEO was standing by the drivers door he could have hit the passenger, better to be in front of the car and just multi cap the driver.
The story as written and the gif clips are entirely misleading. Who was present, who said what, and what really happened are entirely obvious when the whole clip at Fox is viewed.
