How do these things happen. Why are neighbors, friends not watching? Have we become cowards to getting involved....or has law enforcement become blind?

I’m guessing it’s more commonly known as “foster child”.
The kid probably came to school a couple of times in dirty clothes, some busybody teacher referred him as a child-abuse/neglect case, and he was taken away from his real parents by some busybody social worker.
Now he’s dead.
