Some groups of people just aren’t ambitious enough. It’s considered racist to point that out these days though.

IIRC the Aborigines of Australia lived there in isolation for 50,000 years and are among the most primitive cultures on Earth. It is not a given that certain groups will advance beyond the stone age.
