It is illegal to mod game save data and game consoles in Japan. Both are punishable by up to five years in prison and fines up to 5 million yen ($46,000).
This was first published by Japanese game sites like Hachima Kikou after peripheral maker Cyber Gadget stopped selling its Save Editor data tool, allowing players to use cheats and patch codes.
Cyber Gadget has since stopped selling the Save Editor on its Japanese site.
The Association of Copyright for Computer Software also mentions that unofficial software codes and keys are also illegal. Specifically, mentioned is offering these on online auctions and making them available for download.

Game mods can do a variety of things. Some people like cheat codes, other simply want it to look different or have altered mechnics which are not cheats.
I’d like to know how these people supposedly have a 3.2% obesity rate. They are constantly looking at screens. The most entertained people ever, entertained by screens. It is so important to them they are making it illegal to mess with the results of games played on screens.
We supposedly have a 32% obesity rate. Our poorest are the most likely to be obese, something that has never happened before. What is the difference?

...well, actually, they have pretty much wiped out all other crime in Japan. Two huge contributors: First, they don’t allow immigration to speak of, so they’re 98.5% Japanese; the second part was installation of cameras everywhere.
Japan is about the safest place on Earth now, and great to visit!
Does it have something to do with gambling popularity in Japan? I remember gambling being big in Japan with pachinko games back in the day (a bit like pinball, somewhat, in a way).
The penalty is absurd in relation to other crimes. It sounds like Sony writes the laws in Japan. I wonder how much Sony kicked back to Japanese officials to get that law passed.
There are many reasons. But many of them have much smaller portions of food and consume less starch. Most of them eat seafood in small portions and not much red meat. It also appears that they do more walking. Many of them also do physical work.
Many of them work in manufacturing production. Light exercise before work was very common and might still be (stretching, circulation, etc.). I haven’t been in Japan but did grow up with a few (near one of our naval air stations). Also had a Japanese supervisor in a production job here and enjoyed working for her. She always tried to be cheerful and was very fair and analytical with employees.
She said that it was too difficult for people to keep jobs here, and that everyone worked in Japan with no shortage of jobs. She decided to move back to Japan.
She and her husband agreed to an amiable split, because he wanted to stay here. Her husband worked in a department right next to us and was easy to get along with and fair, too. She tried to get me to marry her and go back to Japan with her, and her husband told me that it was okay. Weird, huh? ;-)
But I was already married and didn’t want to move there. More recently, I’ve been reading that many people in Japan are working themselves nearly to death. Currency inflation with a very low rate to the U.S. dollar, perhaps? Japan is a small country and has relatively fewer natural resources for production material, but it’s a very competitive nation.

Thanks. Many Japanese are good at finding something interesting to do with computers and the Internet from home. A few years ago, according to news about markets, many Japanese housewives were involved in currency exchange investments from their homes. Some busy work right there.
I made a save-game editor for the old original Tomb Raider for the PC.
It was easy and fun.
All you had to do was take any action in the game, save the game data and then look at what was altered. A bit tedious, but simple.
You could load Laura up with endless weapons, ammo and medical packs...plus move her to inaccessible locations.
