Looks like an easy fix, to get it looking “good enough.” Just rub out the stains/scratches, and then use a plunger to pull out the dents. Good enough.

I doubt it. From the tone of the article, I get that the tennant is late on rent payments. The complex is looking for a reason, any reason, to get rid of him.

Compound, masking tape, and some gloss white rattlecan paint would resolve the issue. Or see about getting garage space.

The rule is toooooo broad. You have to go to the "reasonable" rules. But like you said.....looks like a no big deal thing.
I'd go looking around the parking lots....and find 10 cars that have NOT been threatened.
