Actually, Egyptian border security was very strong. The Egyptians had a deep border canal filled with crocodiles running all along their eastern border not far from where the Suez canal is now. People entering Egypt from the east had to take a road passing a fortified gateway point at the north end of the border canal.
Jesus and his family likely entered via this road entering legally through the Egyptian checkpoint.
