They give these guys the keys to the car. They tell him he gets $100,000 if he can run the gauntlet. It’s a risk, but they are lined up to take the chance. They send him off and then report the car stolen. Then, there’s a gambling network tied in and they can bet on anything. In real time. The longer the chase, the more $$$$ made. It’s highly organized.
