I had a similar problem. The school was not at all interested in reining in a particular student who was particularly violent.
After several complaints, the line that finally worked on the woman principal of the school was Do you want to teach the young women at this school that they need to tolerate violence from men, because this violence is acceptable? That is when she finally got off her butt and did something about it.
Fortunately, it was a Catholic school, so she could do something about it.
I had talked my head off about discipline in general and bullying in general, but none of that worked until I gave it a feminist twist.

It sounds like there is something about the bully-child that protects him/her/it from intervention, punishment, or removal. Something that liberal skool administrators fear.

I expect a massive school shooting 1-2 weeks before the polls close. Ill go further out on a limb and guess Halloween
Historically many school shootings happen within a mile or so of an active drill, time after time after time. The drill is NEVER at the site of the shooting, but is close enough to give cover for a larger than usual LEO presence in the area, and splain away a faster that usual (but often ineffectual) response.
If I were a parent of school age children, Id watch for an anti-terrorist drill scheduled for my area and find a damned good reason to keep my kids home that day.
ESPECIALLY if they need to knock a Hillary! scandal off the front pages!
If the kid is a danger, then don’t send your kid to school until the school resolves the issue.
We had a bully in our old neighborhood that tried to hit my younger son in the head with a brick (and missed fortunetly). He was bigger and stronger than the other kids his age, and had a violent dad who was in and out of jail. Called cops about the brick incident but they said they couldnt do anything but take a report. Eventually my son and one of his friends fought back after being pushed further than they could take. Neither was a match one on one, but working together they attacked from behind whenever the bully went after the other. None of the other kids would help the bully...they were all relieved he was finally being stood up to. Never heard of a problem with that bully after.
How long has this violent little 2nd grader been in the 2nd grade? I mean has the kid outgrown all the other 2nd graders to the point where they can’t push him away or better, give him a punch in the nose, to defend themselves? I know, they probably have a no tolerance policy for violence that includes self-defense but that doesn’t mean self-defense shouldn’t still happen, both on the part of the kids and the teachers.
It does sound like the child has severe issues and may be a victim of abuse. The home needs to be investigated and matters need to be addressed immediately. Waiting longer is just not a good option.

a protest? ayep that ought to do it. a couple of lawyers and a criminal complaint will probably yield better results, but hey! the left is all about protests and FGDN (Feel-good-do-nothing) actions
All the kids in the school should surround the bully and beat him to a pulp. When asked about it, they can all say he ran into a door.
