What exactly do they mean by a ‘classroom evacuation’? Does the teacher just say ‘run for it’ and everyone except the bully-kid leaves?
Sounds like the kid is a nutcase and just needs to be put in some controlled facility.

I had a similar problem. The school was not at all interested in reining in a particular student who was particularly violent.
After several complaints, the line that finally worked on the woman principal of the school was Do you want to teach the young women at this school that they need to tolerate violence from men, because this violence is acceptable? That is when she finally got off her butt and did something about it.
Fortunately, it was a Catholic school, so she could do something about it.
I had talked my head off about discipline in general and bullying in general, but none of that worked until I gave it a feminist twist.

no doubt. There are bad seeds but usually a 2nd grader doesn’t try to suffocate another child unless it’s a re-act of a trauma experienced or witnessed. His homelife is a hellhole, either parents or siblings. And, since it’s Weho, gay is suspect. The school didn’t redirect to a handbook on diversity for nothing.

smart approach. Turning the worm into a different ethical issue usually wakes them up a bit. It’s offering them an ‘out’ to the sweaty defense they are cornered into by a singular policy. Win-win
It sounds like there is something about the bully-child that protects him/her/it from intervention, punishment, or removal. Something that liberal skool administrators fear.

I expect a massive school shooting 1-2 weeks before the polls close. Ill go further out on a limb and guess Halloween
Historically many school shootings happen within a mile or so of an active drill, time after time after time. The drill is NEVER at the site of the shooting, but is close enough to give cover for a larger than usual LEO presence in the area, and splain away a faster that usual (but often ineffectual) response.
If I were a parent of school age children, Id watch for an anti-terrorist drill scheduled for my area and find a damned good reason to keep my kids home that day.
ESPECIALLY if they need to knock a Hillary! scandal off the front pages!

The situation has been reported in the local news media, so I don’t think the UK report has any special significance.
As for “cards”, there are certainly several that come to mind. Another possibility would be that the parent or parents of the bully might be lawyers or politically connected in some way.

Kiddos parents must be big spenders at school! Open that checkbook and bad behavior is tolerated. shame.... and my girls would have been pulled from school if i thought they were in danger.
