That seems like a serious flaw in the system. IMO the alert should be saved to a text message thread - or SOMEWHERE. Because most people are going to click it away and then look for more info or call/text someone in a real emergency. As it is now, if the alert has valuable info, they won’t be able to retrieve.
If someone has a different experience, or knows how to save an alert message, please share.
On my phone, iPhone X, I can swipe from the top and can still see the alert. It will be there until I delete it.
I had the same experience of tapping and it disappeared. Each device is different. Just wanted you to know I still have it on my phone.

It was a test and A TROLL. Obamugabe created it and GEOTUS, true to his gestalt, used it to troll the neo-communits.
I didn’t keep it...he made his point.
I finally stumbled into it being saved somewhere but I’m not sure how to find it again. LOL. No, I’m NOT a crack, hot-shot iPhone user. LOL. I do good to get the thing turned off/down for church and then back up again.
My phone has an icon that is an orange triangle with an exclamation point inside. Pretty sure it just appeared there, as I don’t remember inserting it. Anyway, when I click on it I see the alert message.
I just got a pop-up, “presidential alert” and an “OK” below it.
Clicked on the “OK” and popular disappeared.
No text message anywhere.
