Anything is possible, including that this is complete fiction and nothing happened, and including that Cody met up with her 18-20 y/o sister and the Left is swapping in the younger sister to represent his tacky behavior as a crime. I think it's more likely that she is 16 y/o (under 18) and represented herself as 18 both online and in person, most likely with some coaching and assistance specifically to entrap Cody Wilson. That would be a felony if a decent person set it up, but when the Left does it, there are no repercussions.

There were two underaged girls who had a sexual encounter with Rob Lowe, and they made sure to video it with a hidden camera (back before everyone had a camera on their cell phones). Their motives for doing this were never really vetted, but I suspect it was about bragging rights, extortion, or maybe leverage to get roles in movies.

I do not know Cody and only have the details as presented in this article. If all is true, what is reported so far is:
Willing girl met Cody on line
Arraigned to met Cody in person
Traveled to a hotel
Was paid $500
I suspect that she did not represent herself as underage.
Consented to the sex and since she was paid, she is a prostitute. Sounds like a set up or accusation to avoid criminal prosecution.
I would point out that the age of consent in Texas is 17. Other than the exchange of money for sex, this may be legal.
