“Wetluga” looks like a German word to me.
According to German Wikipedia, Wetluga in German refers to a small Russian town and river, which is spelled “Vetluga” in English.
Wikipedia locates the Wetlugasaurus in northern Russia and Greenland.
Best guess - the first Wetlugasaurus fossils were discovered by German academics.
