Laurel Canyon sort of reminds me of the Marin County area near San Francisco, where the Bohemian Grove is located. Music enclave. We know the Grateful Dead are from there. I could see POTUS having to invoke Martial Law on a state by state basis with the appointment of a Military Governor over a state or Territory (more than one or parts of a state or states) due to open insurrection.
This would the require the establishment of a tribunal system under military control. Extreme but maybe necessary. JMO.

Bohemian Grove is in Sonoma County, not Marin. I live in the same County. I wish I could go check it out, but you are arrested for trespassing if you go anywhere near it.
