So a generator is also another name for an electric brake. A car alternator at full output is a 5 horsepower brake. Your planetary generator will not only make free power, but also make the work week longer.
The BNSF railroad tracks in Montgomery county, Texas, run underneath some high tension power lines. There are three hot lines on those towers and when the utility unbalances the load on the lines, it induces enough energy in the tracks to blow out the track side equipment.
I was there at an insulated joint and, by connecting a wire to one side of the joint, you could write on the other side using the arc. This was when things were normally balanced.

Look at portable generators for sale...say at Northern Tool where they have nice write-ups on the things for sale. You will most always see this: for every 1kW of generator output there will be 1.5 HP of gas/diesel engine married to that kW. Start scaling up the portable generator output and you can quickly see how big the combustion engine is going to get.
Throw a 30 amp continuous load on that generator and then see how quickly you’ll be heading to a fuel station. Rinse/repeat. $$$

I believe what is happening here is an oscillation between the strong magnetic field from the permanent magnets and a current (and field) generated in the coils. Just as you can set up an oscillation between an inductor (coil) and capacitor - tuning a simple AM circuit to make a crystal radio... Conductors and magnetic fields can oscillate.
The initial energy for the system comes from moving the coils on the ends of the florescent tube into the strong magnetic field. This sets up a current, creating a counter field that pushes back. The coil/tube/magnets oscillate - but the system is losing energy to losses in the wires (tiny) and to energy pulled off within the tube and converted to light.
I'll bet you the light would flicker and die within a couple of seconds without more energy being added to the system in the form of moving the coils through the field.

Just reading your thread title, my reaction was, “like building a generator?”.
After watching it, I call BS. There is an EMF generator under the table.
It generates light, not energy.
We are inundated with RF signals, which is what is powering this system. The magnetic fields are just amplifying the local electrical field.
When all modern human activity stops, that light will go out.
So the best use of this device is to give it to eco nazis and they can spend their lives sitting at home waiting for it to go dark.
