It sounds like the DT meter is a TDR (Time Domain Reflectometer) that measures round trip pulse transit time on a somewhat mismatched cable.
Taking everything at face value, perhaps the cable was a bit soggy, and it got dried out in the desert, which would change the dielectric constant, and therefore the capacitance per unit length, and hence the propagation time?
Nahhhh.

actually as a phyics major one of my biggest questions was why do we assume C is constant? The experiments I’ve seen were inconclusive. imho.
