The only reason Puerto Ricans are citizens is because in 1917 congress wanted to draft them into military service, therefore congress made them citizens. It was a bonehead move then, as is patently obvious now. We should have stayed completely neutral in that war anyway.

"After reviewing the judge's order, I have deemed it unconstitutional and as of today, vacated."
