This might be a misunderstanding of FBI “technical-jargon”. As I understand it there are “assessments” — which are low-level investigations where a crime “may” have been committed, but there are few known facts. Then comes “Preliminary Investigations” require an actual allegation, and the fact-finding continues in order to build a case. Finally there is the “Formal Investigation” where the FBI has more investigatory weapons.
Given the fact that they are saying “There was NO investigation” and it was quite apparent that Hillary got a shake-n-bake thumbs up from Mr. Comey & Ms. Lynch, I’d have to translate that to mean that Comey was running what the FBI would term an Assessment.
Of course she wasn’t under investigation.

The target of the investigation was the Bathroom Server.
The Bathroom Server was very close to being sent to prison for mishandling government secrets.
However, the Server took the Fifth and the government could never prove that the Server willfully intended to mishandle secrets.
Believe it or not, today the Bathroom Server is still working for the government processing Medicare claims and just marking time until it qualifies for its pension.
