It's a grossly unethical practice for a doctor to remove/disable a healthy limb, organ or system with the direct intent of preventing normal function.
Twice as bad if the patient is 17.
Any surgeon who does this should, at the very least,lose his license. I would prefer criminal charges along the lines of aggravated assault, a felony subject to a prison term.
