Yes! you can’t allow any part of the concrete to be loaded with a tensile force. From the article it appears the contractor improperly supported the bridge during the lift which resulted in the initial damage. When the contractor tried to tighten the cable, the bridge failed due to improper loading. The reason for the cables is to keep the concrete under compression.

Anyone else spy the dash cam video and what looks like a helmeted worker falling out of his harness as the bridge collapses?
Ironically there’s an ABC report about a worker who credits his harness with saving his life, having sustained injuries in the collapse. I wonder if he was the guy operating the tensioner cylinder.

Isn’t it “jerry rigged” not “jury rigged”? Jury rigged is something Obummer attempted as I’m not too fond of his two Supreme Court appointees.
